The Comptroller of Maryland has waived certain IFTA requirements to provide relief for those motor carriers adversely impacted by the collapse of the Francis Scott Key Bridge. IFTA licensing and decal requirements are waived for motor carriers hauling freight to or from a seaport through June 5, 2024. Maryland will also waive penalties associated with the delinquent filing of certain IFTA tax returns.

Staffed by both sworn police officers and civilian personnel, the Field Enforcement Bureau is responsible for overseeing and administering certain business and motor fuel licenses, investigating major income tax fraud, conducting certain inspections, and sampling and testing motor fuel.

State License Bureau & Motor Fuel Licensing

State License Bureau administers and tracks 21 different business licenses issued by Circuit Court Clerks. These licenses are issued to construction companies and warehouses, hawkers and peddlers, restaurants, and traders, among others.

FEB is also responsible for licensing all businesses within the State that are engaged in the motor fuel industry or are subject to the motor carrier tax-International Fuel Tax Agreement and administers the cigarette stamp tax program.

Law Enforcement Operations

Specially trained Agents work with the Revenue Administration Division and the Office of the Attorney General to investigate fraud and assist in the prosecution of major income tax fraud cases.

Enforcement Agents and Compliance Inspectors conduct inspections to ensure businesses are properly licensed. They also are responsible for the enforcement of motor fuel tax and motor carrier tax laws and regulate slot machines operated by certain non-profit organizations on Maryland’s Eastern shore.

Motor Fuel Sampling and Testing

Compliance Inspectors collect samples of motor fuel from terminals and retail locations. The samples are tested at the Office of the Comptroller’s Petroleum Testing Laboratory in Jessup to ensure quality standards. Any sub-standard product is removed from the marketplace until the problem is corrected.
