The Offer in Compromise (OIC) Program allows you to settle your tax debt for less than the full amount you owe. It may be a legitimate option if you can't pay your full tax liability or doing so creates a financial hardship. The OIC Program can be used for all taxes administered by the Comptroller.
Please note that receipt of your OIC application does not create a collections hold on your account and collections actions will continue while your OIC application is being reviewed. Collections actions include MVA & professional license holds, filing of a notice of tax lien, and referring your account to a collection agency.

When you fill out Form MD 656, you should address all the reasons that you cannot pay the full amount due. You should offer an amount you are able to pay. We will consider the following circumstances when deciding whether to accept your offer in compromise application:
